Responsibilities:

Coordinate with  media programs in London, Budapest and other elements of a CGCS network; write concept papers, proposals for funding sources and program ideas; travel (both domestic and international) and conduct research as necessary;

*       Fundraising: Participate in fundraising including identifying funding opportunities, and preparing grant proposals;

*       Work closely with the Director on all aspects of the Center’s operations, including developing a budget and annual strategic plan of action for the Center;

Qualifications:

The minimum of a Master’s Degree in International Relations, Communications, Political Science, Law, or other related topic, and 5 to 7 years of relevant program management experience is required. Ph.D. is preferred. Highly functioning, detail-oriented, and analytical candidate who can think strategically about organizational expansion. Must be able to develop a workplan and oversee the plan from beginning to end. Experience in international development and/or having worked in different countries. Grant pre-award experience highly desirable. Excellent research and writing skills desirable. Excellent computer skills. Strong interpersonal skills required. Able to work effectively with people from diverse disciplines and backgrounds. Must be able to work independently and collaboratively to achieve goals.

*       Theory-driven use of archival, depth observational, and/or field methods to understand digital media, including but not limited to topics such as cultural production, location-aware and other social media, virtual reality, digital design, technoculture, gaming, transnational flows, surveillance, and/or intellectual property.
*       The use of communication theories and quantitative methods to illuminate the social, cultural, political, economic and/or psychological uses, effects, and policy implications of evolving digital technologies.
*       The application and development of communication theories using “web science” approaches and/or the analysis of “big data” generated through various online or mobile information and communication technologies. Specific research methods could include social network analysis, web and mobile analytics, data aggregation and analysis, computational social science, computer facilitated content analysis, behavioral prediction, data visualization, and/or related modes of inquiry.

Applicants must hold a Ph.D. (in Communication or a related discipline) and have a strong record of teaching and research. Responsibilities include conducting a program of research and publication, teaching at the graduate and undergraduate levels including supervising doctoral dissertations, and contributing service to the school and university.

The Center for Culture-Centered Approach to Research and Evaluation is a project-driven center housed in the Department of Communication and New Media at the National University of Singapore that utilizes ethnographic and participatory action research methods in carrying out culturally-centered social change interventions in marginalized populations. The Center is global in scope with initial project emphases in South Asia and Southeast Asia. The goals of the Center are to (a) create a strategic research core for the social scientific study of health communication and social change issues in Asia (e.g. China, Japan, Singapore, Malaysia, Indonesia, Philippines, Thailand, Nepal, India, Bangladesh, Pakistan, and Sri Lanka), (b) develop health communication interventions and policies that are culturally-centered and developed through the acknowledgement of the participatory capacity of local communities in creating culturally meaningful and locally responsive health solutions, (c) disseminate core principles and lessons learned from the culture-centered projects within Asia and across other sectors of the globe, and (d) build health communication research capacity in Asia by creating a training hub for the next generation of health communication theorists, researchers, practitioners, and policymakers across Asia.

The candidate is expected to be familiar with the culture-centered approach to research and evaluation, and is expected to have experience conducting field-based participatory research. Training will be provided on the use of the facilities in the university. The candidate should also have some experience working with ethnography, although on-the-job training will also be provided. Terms and Conditions
The terms and conditions for the Postdoctoral Fellowship (PDF) are as follows:
1.      Contract to be awarded beginning from July 2012 tenable for up to two years.
2.      An Annual Base Salary of $48,000 per year.
3.      An allowance of S$500 a month as contribution towards housing expenses for non-citizens (i.e. non-Singaporeans) and their spouses who do not own any property in Singapore and whose spouses are not in receipt of any form of housing benefits from their Singapore employers.
4.      Singapore citizens and permanent residents are eligible for provident fund benefits.
5.      Travel Assistance, payable once only, as follows.
*       $2,000 for the Postdoctoral Fellow
*       $2,000 for spouse
*       $1,000 for each eligible child, subject to a maximum of 3 children.  Children must be less than 18 years of age and receiving full-time education.
The above travel assistance is a contribution towards expenses incurred by the appointee and his/her dependants in re-locating to Singapore. Such expenses refer to costs for travel, packing, transportation and insurance of personal and professional effects as well as settling-in expenses.
The travel allowance is contingent upon the Postdoctoral Fellow’s completion of his/her initial two-years’ contract. In the event that the appointee does not fulfill the initial two-years’ contract, the appointee shall be liable to refund the University a proportionate amount of the travel assistance granted to him/her and his/her dependants on appointment.
6.      Foreign PDFs who are granted Singapore Permanent Residence will continue to receive an allowance of S$500 a month as contribution towards housing expenses.  The allowance will cease once they acquire Singapore citizenship.
7.      Medical benefits in accordance with the Medical Benefit Plan.
8.      Vacation leave of 28 days per calendar year.

The School of Communications:
Howard University’s School of Communications seeks to maintain an environment in which students engage in the pursuit of knowledge within a framework of academic excellence, professional ethics and social justice, and prepare themselves for leadership roles in the complex fields of communications, whether as teachers, researchers, or professional practitioners.  The School of Communications is the University’s third largest and currently consists of four academic departments:  Communication and Culture; Communication Sciences and Disorders; Journalism; and Radio, Television and Film.  It offers undergraduate degrees with concentrations in legal communications, speech and applied communications, advertising, broadcast news, print/on-line journalism, public relations, audio production, television production, telecommunications management, and film.

The school also offers an M.F.A. degree in film (and is the only historically Black college/university with this degree offering).  In conjunction with the Graduate School, the School of Communications offers an accredited M.S. degree in communication disorders and speech language pathology and Ph.D. degree concentrations in speech language pathology, mass communications and media studies.  Fifty-five full-time faculty members are distributed among these programs, and another thirty-four part-time faculty members teach specialized courses.  The School also sponsors an endowed undergraduate honors program and a center for excellence in advertising.  Its current student body consists of 1,200 undergraduate students and 160 graduate students.

Duties and Responsibilities:  The Dean is responsible for the overall academic, administrative and fiscal leadership of the School of Communications.  The Dean reports to the university’s Provost and Chief Academic Officer.  Major responsibilities include: maintaining academic programs of high quality; promoting an organizational climate that fosters excellence in teaching, research, professional practice, and service; enhancing the unit’s contribution to communications research; identifying  and securing external sources of support for academic programs and initiatives; fostering the continued professional development of faculty and staff; and recruiting and training students who will serve as future leaders in the communication professions and in the academy. Consistent with the university’s emphasis on interdisciplinary collaborations, the Dean will also be responsible for encouraging their growth both within the school and between the school and the other academic and research units. Additionally, the Dean will be expected to articulate a commitment to shared governance and faculty collegiality as well as advance the academic renewal goals of the university and the school.

Minimum Qualifications:  Preferred candidates will possess an earned Ph.D. in an academic discipline related to communications.  In addition, the candidate will have a demonstrated record of success at senior levels of academic leadership, including responsibility for accredited programs; a distinguished record of scholarship, teaching and service that merits the rank of professor at a research university; and a successful record of budgetary, organizational and personnel management.

Alternatively, candidates may possess a master’s degree in communications or a related discipline and a record of high achievement as a professional in communications, preferably at the executive level, with significant experience leading complex organizations; managing creative, innovative people; and managing operational and capital budgets. The successful candidate has a record that merits the rank of professor at a research university.
