Venice Academy of Human Rights 2016

The Venice Academy of Human Rights will take place from 4-13 July 2016 on the topic “Backlash against Human Rights?”. The faculty includes a distinguished opening lecture by Judge András Sajó (Vice-President of the European Court of Human Rights), a general course by Robert McCorquodale (BIICL) as well as lectures and discussion sessions with Joseph A. Cannataci (UN Special Rapporteur on the right to privacy), Helen Fenkwick (Durham University), Mark Goodale (University of Lausanne) and Geir Ulfstein (University of Oslo).

The Venice Academy of Human Rights 2016, in co-operation with PluriCourts – Centre of Excellence for the Study of the Legitimate Roles of the Judiciary in the Global Order, discusses the expansion and restriction of human rights regimes, questions of inequality and social change, counter-terrorist laws, same sex unions, privacy and data protection issues as well as the reform of the European Court of Human Rights and UN human rights treaty bodies. The course aims at academics, practitioners, PhD/JSD and master students.
Applications are accepted until 29 May 2016 with an early-bird discount until 24 April 2016.

Introduction
EIUC Venice School of Human Rights was born in 2010 with the goal of studying today’s challenges in the field of human rights.

It allows its participants coming from all over the world to list these challenges and examine their reasons and possible solutions they can deploy. The EIUC Venice School at the same time, combines theory and practice and its faculty involves both academics and practitioners. The Venice School intends to highlight that the respect for human rights is the responsibility of all, that « Human Rights are our responsibility ».

Courses are scheduled to take place in Venice at the premises of the European Inter-University Centre in Human Rights and Democratisation over a period of 9 days. The courses will be taught in English by internationally recognised experts in the fields of human rights belonging to EIUC’s partner universities and other organisations that support EIUC projects and endeavors.

Participants will benefit from an extremely rich cultural environment including visits to museums, galleries, churches and the Venice Biennale. Finally, they will be able to relax and enjoy walking along the Lido beaches or cycling around the island once the courses finish in the afternoon.

EIUC Training for International Electoral Observers (Italy)

The Inter-University Centre for Human Rights and Democratisation (EIUC) is running a two modules Training Seminar for International Electoral Observers from 18-23 April 2016.

Target: The two modules are devoted to those applicants with no experience in election observation or to those observers who have participated to a maximum of two missions as short term observers. EIUC will accept candidatures for each separate module or both combined.

Eligibility: Lectures are conceived for an audience of graduates mainly in Law, Political Sciences, Economics, Sociology, Philosophy, Anthropology or similar who want to address international election observation from a multi-disciplinary approach that will be useful in further engagements on the field.

Faculty: it is composed by well-known international trainers and professionals with a long standing practical experience in election observation missions within international organisations such as the European Union and the Organisation for Security and Cooperation in Europe.

Methodology: the course will combine frontal lecturers in plenary, working groups as well as role plays, discussions and simulation exercises.
Training language: all courses will be held in English. It is, therefore, essential that all participants understand and speak English fluently.

Module I
Dates: 18-20 April 2016
Starting with a thorough introduction on the international observation theory and legal standards the first module will analyse the practical life of a short term observer from the selection procedure to the end of mission including the observation of the polls, the filling of the forms, the reporting system and the code of the conduct.

Module II
Dates: 21-23 April 2016
The second module will introduce the participants to the long-term election observation by analysing in depth some of the aspects related to an international observation mission such as working relations, interviewing techniques, media and security.

MA in Democratic Governance in the MENA Region

The European Inter-University Centre for Human Rights and Democratisation (EIUC) opens admissions to the second edition of the Master in Democratic Governance – Democracy and Human Rights in the MENA Region (DE.MA).

DE.MA was created thanks to the support of the European Union and of the Danish Institute for Human Rights. It is based on a partnership between EIUC and the following universities: International University of Rabat (Rabat, Morocco), Birzeit University (Birzeit, Palestine), St Joseph University (Beirut, Lebanon), Ca’ Foscari University (Venice, Italy) and a growing network of partner Universities in the Region.

DE.MA is unique in its nature for its features and objectives. Open to professionals and graduates, it will combine a theoretical and practical approach and it will deliver a professional Master’s degree (60 ECTS) from Ca’ Foscari University, Venice. This is a multidisciplinary curriculum offering courses in law, political science, sociology and other fields relevant to the study of democratic governance and Human Rights. The first semester from January to April 2016 is held at the EIUC premises in Venice and the second one from April to July 2016 takes place in one of the partner universities in the Master’s Consortium.

DE.MA is meant to play an active role in the ongoing debate about the principles underpinning the transition of political regimes to democracy. It aims at:
• Creating high-profile experts in the fields of democratic governance and the protection of human rights, allowing them to act as promoters of a process leading to the affirmation of the democratic principles;
• Fostering the creation of an élite group of people committed to the promotion of democratic institutions;
• Building a network of experts to be active in political institutions, in national and international, governmental and non-governmental organisations in the Region.

The presence of academics, professionals and students from different countries, coupled with the knowledge-sharing and the international mobility, make of this Master a unique and excellent opportunity to get an in-depth knowledge and to build up skills in the field of democratic governance and human rights. Moreover, participants will be plunged in a truly international environment and will be part of a Mediterranean network of high-level faculty, experts and prestigious international partners.

EIUC offers financial support in the form of a partial contribution towards living expenses and/or a full or partial tuition waiver. This type of financial support is awarded to a limited number of students on the basis of academic achievement, need and geographical distribution.
Furthermore, all participants will be assisted in finding accommodation in Venice and with administrative procedures for getting the visa.

“Whether you are an EU citizen or not, this course concerns you! The EU is a major global actor in the field of human rights. EU treaties state that human rights are a fundamental value of the Union, which must be a ‘silver thread’ in all its policies. The EU now acts within an impressive array of competences, and therefore has the potential to impact – positively or negatively – anyone’s human rights.

This EU and Human Rights course teaches the basics of human rights, placing the EU at the centre of investigation. The course will examine a number of key questions:
• What factors are key to making the EU a positive or a negative force for human rights? An example is the economic crisis: what impact has it had on people’s human rights in the EU and the world?
• Which actors, friends or foes, must the EU engage with to successfully promote human rights? Examples include NGOs, businesses, or other international organisations like the Council of Europe or the United Nations.
• In key policy sectors in which the EU is active, what is on balance the impact of the EU? Examples include trade, development, migration social policy or international crisis management.

All of the course activities aim to improve your understanding of how the EU, alone or in combination with other local or global, state or non-state actors, can better promote and uphold human rights worldwide.

The course is intended for anyone interested in human rights and the EU, human rights law, European law, European Studies, international relations, global governance, etc.

It is divided into four modules:
1: The EU and Human Rights: Value Promotion and Coherence
2: Promoting Human Rights inside the EU
3: Promoting Human Rights in EU External Action
4: Capitalising on Success and Remedying Flaws

We are happy to announce that EIUC training seminar for International Electoral Observers is now ready to accept candidatures.

EIUC has developed two three-day modules aiming at providing training to civilian staff in election observation missions at the first steps of their career (i.e. short term observers). Selected applicants will be allowed to become aware of the role, the tasks and the status of international observers, and will be given a theoretical and practical training on election observation and election observation missions functioning.

The first module (23-25 November 2015) will highlight the quantitative observation of the STOs. Starting with a thorough introduction on the international observation theory and legal standards the first module will analyse the practical life of a short term observer from the selection procedure to the end of mission including the observation of the polls, the filling of the forms, the reporting system and the code of the conduct.

The second module (26-28 November 2015) will introduce the participants to the long-term election observation by analysing in depth some of the aspects related to an international observation mission such as working relations, team-building, interviewing techniques and coordination of the STOs.

EIUC will accept candidatures for each separate module or both combined. Applicants will therefore have a possibility to choose the module which is more closely related to their interests and experience or combine the two of them for a more complete understanding of the topic.

The faculty is composed by well-known international trainers and professionals with a long standing practical experience in election observation missions within international organisations such as the European Union and the Organisation for Security and Cooperation in Europe.

Lectures are conceived for an audience of graduates mainly in Law, Political Sciences, Economics, Sociology, Philosophy, Anthropology or similar, and will be held in English. It is, therefore, essential that all participants understand and speak English fluently.

The seminar will take place at the Monastery of San Nicolò, at the Lido of Venice.

PRISMA Human Rights Photo Contest

Photo ContestThe Global Campus of Master’s Programmes and Diplomas in Human Rights and Democratisation invites photographers, professional and amateurs, from any part of the world to submit their work to PRISMA – Human Rights Photo Contest.

On 11 September 2015, an exhibition with the selected images, along with photographs by the special guest photographer Rena Effendi, will open in Venice, during the 72nd Venice International Film Festival, at the Monastery of San Nicolò, the premises of EIUC, the European Inter-University Centre for Human Rights and Democratisation.

The day of the exhibition’s opening will be marked by an event with live music and talks on the theme “Freedom” and the connection between art, photography, cultural production, media and human rights.

THE GOAL
The goal of PRISMA is to complement academic research with other media of knowledge, such as photography, to reach a wider international public and foster a better understanding of human rights issues and their protection. PRISMA aims to become an annual event, and to create a network of artists, intellectuals and professionals interested in strengthening the protection of human rights and the promotion of democracy and peace.

THEME
The theme for the 2015 edition is “Freedom”. The value of Freedom is at the very core of the concept of human rights: freedom from oppression, freedom of speech and belief, freedom from fear, freedom of thought and freedom of opinion. The images submitted for the photo competition should illustrate the relevance of “Freedom” as a fundamental human right and the importance of defending it.

HOW TO APPLY
You can submit your photo by registering on the website of PRISMA, entries submitted by e-mail or regular post will not be accepted. The entry period is from the 1 May to the 30 June 2015. Entries will be evaluated by a jury on the basis of subject, originality, artistic merit and style. There is no entrance fee.

Dublin III Training Workshop by EIUC (Venice)

Introduction
Two years into the endorsement of the “Dublin III regulation”, international protection provided by the EU to the increasing number of asylum seekers fleeing their countries is being challenged. Efficacy of these norms and policies is under scrutiny, as well as the complex relationship between the EU and its member states when it comes to concrete implementation. Is Dublin III – and more broadly the common European asylum system – meeting human rights concerns emerging from the migration crisis and the many recent humanitarian disasters? What are the dilemmas faced by European lawyers and legal practitioners when it comes to everyday application of EU and international legal standards on asylum?

The training seminar on “Dublin III, two years on. Asylum seekers and refugees in the EU and beyond” is set to analyze these important questions. It is designed to provide participants with an overview of the European asylum system and foster cross-border cooperation and networking among legal practitioners from all EU and non-EU countries involved in the application of the relevant national, EU and international standards. Mutual trust between legal practitioners from all EU countries is essential to ensure the coherent application of EU legislation across the Union as well as to provide a platform for exchange of good practices and, where relevant, critical analysis and reform proposals.

The course aims at reaching this primary objective by involving distinguished scholars and practitioners in a thorough overview of the legal instruments at stake, and facilitate comparative analysis of experiences and challenges.

The ultimate objectives of the training seminar are to:
*provide participants with an overview of the common European asylum system and of the existing international human rights instruments setting universal principles on asylum, refugee status, migration;
*allow a comparative analysis of this normative system;
*create a forum for exchange of best practices;
*foster cross-border cooperation and networking among legal practitioners from all EU countries involved in the implementation of the EU norms.

European Inter-University Centre for Human Rights and Democratisation (EIUC) is ready to accept applications for the Venice School of Human Rights which will take place in Venice, Lido from 26 June to 4 July 2015. Candidatures will be accepted until 17 May 2015. The topic is “(Dis)Integration through Human Rights: Citizens, Courts, Communities”.

Since 2010 EIUC’s Venice School of Human Rights studies today’s challenges in the field of human rights examining their reasons and possible solutions to deploy. In 5 years more than 500 participants from all over the world have attended the Venice School in the beautiful surrounding of the Monastery of San Nicolò at the Lido of Venice.

The 2015 Venice School is structured in the following three thematic clusters, which will be chosen by the participants when applying:
*Business and Human Rights, 
*Human Rights and New Technologies and 
*Human Rights and Gender Issues.

This year the Venice School for Human Rights will be opened by two prestigious lecturers:
Maria Virginia Bras Gomes, member of the UN Committee on Economic, Social and Cultural Rights and Senior Social Policy Adviser in the Ministry of Solidarity and Social Security of Portugal.
